# Practical facts (verify flagged items)

## Entry & visas — VERIFY, rules change

- Citizens of the EU/EEA, UK, US, Canada, Australia, and many other countries: **visa-free for up to 90 days** (typical rule; verify per nationality).
- Montenegro is **not in the EU or Schengen** — time spent there does not consume Schengen days (useful fact for long-stay travelers).
- Some nationalities may enter with a valid multiple-entry Schengen/US/UK visa under standing decrees — **this is exactly the kind of rule that changes; verify before asserting**.
- Passports should be valid for the duration of stay; carrying ID is legally required.

## Tourist registration & tax

Visitors must be registered with local authorities **within 24 h of arrival** and pay a small nightly sojourn tax (typically well under €2/night). Hotels and most listed apartments do this automatically; only guests in unregistered private stays need to self-register (at a local tourist organisation office). Unregistered stays can cause fines at exit — worth flagging for long independent stays.

## Money

- Currency: **euro (EUR)**, adopted unilaterally — no other currency circulates.
- Cards widely accepted in cities/tourist areas; **cash still needed** for markets, small konobas, rural areas, sojourn-tax offices, some family wineries.
- ATMs are ubiquitous in towns; beware independent-operator ATMs with high fees (prefer bank-branded machines; decline conversion offers).
- Tipping: not obligatory; rounding up or ~10% for good restaurant service is customary.

## Connectivity

- Country code **+382**. Mobile operators: MTEL, One (formerly Telenor), and Crnogorski Telekom (T-Com) (verify current branding).
- Tourist prepaid SIMs are cheap with large data bundles; eSIM support exists — verify current offers.
- **Roaming**: The intra–Western Balkans "roam-like-at-home" zone (AL, BA, MK, ME, RS, XK) has been in force since 1 July 2021 — no roaming surcharges when travelling *between* those six. **EU↔Western Balkans** roaming is **not yet active**: the EU Council authorised opening negotiations in June 2026, but as of September 2026 all six partners are at the same early, undated stage — there is no confirmed launch date and no guarantee all six join simultaneously (the EU's stated goal is eliminating WB↔EU roaming fees by 2028). Do **not** promise a launch date or free roaming for EU SIMs — **verify current EU↔ME roaming pricing/status** at source.
- 4G coverage is good in populated areas; expect dead zones in canyons and high mountains.

## Health & safety

- Emergency: **112** (see [index.md](/index.md) for all numbers).
- Tap water is safe to drink in almost all of the country.
- Crime against tourists is low (mostly petty theft in peak season); the main real risks are **road driving** and **mountain weather/terrain**.
- Beaches: no significant tides; some pebble/rock entries warrant water shoes.

## Customs & etiquette quick notes

- Dress modestly in monasteries (shoulders/knees covered; enforced at Ostrog and Cetinje).
- Coffee culture is sacred and slow; service tempo in konobas is relaxed by design.
- Smoking is common; indoor bans exist but enforcement varies.

## Public holidays (fixed-date core)

- 1–2 Jan — New Year; 1–2 May — Labour Day; **21 May — Independence Day**; **13 Jul — Statehood Day**.
- Orthodox Christmas (7 Jan) and Orthodox Easter are widely observed; Catholic and Muslim holidays observed by those communities.
- Expect closures/reduced transit on 21 May and 13 Jul.
